Strengthening Measles Outbreak Response in Uganda Through Root Cause Analysis Training

AFENET, in collaboration with the Ministry of Health Uganda and with support from the U.S. CDC, trained over 60 experts from 16 regions on measles outbreak response and root cause analysis (MORCA) from 22–24 April 2026 in Kampala, Uganda.
Uganda continues to report measles outbreaks across multiple districts, highlighting persistent gaps in population immunity and challenges in outbreak detection and response. In 2025 alone, 66 districts reported laboratory-confirmed measles outbreaks, with additional cases reported in 2026, underscoring the need for strengthened, evidence-driven interventions.
The training brought together regional and national-level participants, including epidemiologists, surveillance officers, and immunization program staff, to strengthen capacity in outbreak detection, investigation, and response. A key focus of the training was Root Cause Analysis (MORCA), which goes beyond immediate response to identify underlying drivers of outbreaks, such as missed vaccinations, delays in detection, and gaps in coordination.
Through hands-on learning, group exercises, and real-world case studies, participants enhanced their ability to analyze surveillance data, conduct outbreak investigations, and develop targeted preparedness and response plans.
“This is not just about responding to outbreaks, but preventing them from happening again,” emphasized Yvette Wibabara, Senior Public Health Specialist – Immunization, CDC Uganda.
A key output of the training was the development of regional measles preparedness and response plans by each of the 16 regions represented, ensuring that lessons learned are translated into actionable strategies tailored to local contexts.
As a training of trainers, participants are expected to cascade this knowledge to district and facility levels, strengthening surveillance systems, improving immunization coverage, and enabling faster, more effective responses to measles outbreaks across the country.
The training was officiated by Dr Michael Baganizi, Program Manager at the Uganda National Expanded Programme on Immunization (UNEPI), Ministry of Health Uganda.
This initiative reflects the continued partnership between AFENET, the Ministry of Health, CDC, and other partners in strengthening Uganda’s public health systems and advancing measles control and elimination efforts.
